自2025年5月1日起，滚装车辆申请ECTN/BESC（电子货物跟踪单）的签发程序将有所调整。
除提供标准申请文件外，还将要求提供进口商/出口商档案（FIMEX）中的注册证明或有效的特殊进口授权证明。
请注意，这一新增要求并不影响发货人在装货港申请办理喀麦隆ECTN/BESC。但是，申请人必须提供上述要求的文件后，ECTN/BESC文件才能被批复生效。
未在进口商/出口商档案中登记或没有特殊进口授权的托运人或其代表可以在装货港提前申请办理喀麦隆ECTN文件，以避免受到BESC规范化程序的约束。通过这样做，托运人将首先收到ECTN草本，只有在满足上述要求后才能获得经过认证的喀麦隆ECTN/BESC证书。
The General Manager of the Cameroon National Shippers’ Council (CNSC) hereby informs shippers, shipowners, freight forwarders and other business persons that the ECTN (Electronic Cargo Tracking Note) issuance procedure for RORO vehicles will undergo a slight change as of 1st May 2025.
In addition to the standard documents, proof of registration in the Importers/Exporters File (FIMEX) or proof of a valid Special Import Authorisation, will also be requested.
Note that this requirement does not stop the shipper from initiating their ECTN request at the port of loading. However, they will be expected to provide this document before they collect the authenticated ECTN.
Shippers or their representatives who are not registered in the Importers/Exporters File, or do not have a Special Import Authorisation, may launch their ECTN request at the port of loading to avoid being subject to the ECTN regularisation procedure. By doing so, the shipper will first receive a draft ECTN, and obtain the authenticated ECTN only after having complied with the above-mentioned requirement.
